Rural districts often face problems so urgent and visible that the real problem hides behind them. This session follows one small district through severe financial and instructional strain, including a $1.7 million shortfall, deep staffing cuts, and a 64% attendance rate. Early efforts pushed hard on teaching and learning, but progress stalled until the team recognized what was missing underneath: no assessment structure, no shared roadmap, and no common language for leadership. Using the School Leader Paradigm as a lens, the district shifted to individual coaching, rebuilt Instructional Leadership Team meetings and walkthrough practices, and treated culture as the foundation rather than the byproduct. Early ELA gains followed. Structured partner conversations invite participants to examine the systems in their own settings and consider whether the problem they are solving so well is actually the problem they have.
