DESCRIPTION:Rural districts often face problems so urgent and visible that the real problem hides behind them. This session follows one small district through severe financial and instructional strain\, including a $1.7 million shortfall\, deep staffing cuts\, and a 64% attendance rate. Early efforts pushed hard on teaching and learning\, but progress stalled until the team recognized what was missing underneath: no assessment structure\, no shared roadmap\, and no common language for leadership.
